Getting "Port 13248" error

Please see link below which Quixel has detailed as a fix for this problem. I have done that fix multiple times, yet the error still appears. Also below is the pathing that I am trying to use.

Installation Folder: D:\Unreal\Unreal Engine\UE_4.23\Engine\Plugins

Project Location: D:\Unreal\Unreal Engine\Projects (Also tried direct project path, same error)

  Hi,

  Please try leaving the Project location empty and let me know if that works.
