Could not send data over port 13291

Cannot get Bridge to work with Maya 2017 or 2018. The plugin is installed as I have the shelf in Maya. I have changed the port in Bridge settings to 13291 and I still get the error. I have removed the Maya plugin using the Quickel official guide and reinstalled it while running Bridge as administrator. Have restarted sever times both Maya and Bridge. not sure what else to do.
